Overview

CDC"At the Correctional Development Center, we focus on a variety of efforts to improve the chances offenders do not come back to jail. Two highly acclaimed state-licensed programs operate out of this facility: the Sheriff’s Anti-Violence Effort (SAVE), a treatment program for domestic violence perpetrators; and, New Avenues, a 45-day intensive alcohol and drug treatment program. Our staff works to get to the root of an offender’s cycle of crime and we know that many times the cause is addiction. Other programs at this facility increase the chance an inmate can become a productive citizen upon release and that is the end goal for us all.  Female offender issues are also a priority.  Understanding the varying needs of this population, the CDC staff has taken great stride to design programs especially for female offenders." - Sheriff Daron Hall

Originally, the CDC facility was run as two separate buildings, CDC-Male and CDC-Female. A recent reorganization of the agency combined these two buildings into the Correctional Development Center in an effort to streamline procedures and staffing. Inmate Programs

programsThe Correctional Development Center offers a variety of programs. Our program staff consists of seven case workers, including a case worker that manages both caseload and our Hall-Way to Change program, two members of Education staff, a HEEL pet program coordinator, an agency librarian, and a part-time chaplain. These programs will educate, encourage, and empower the offenders to re-enter the community with a positive outlook along with becoming a productive member in society. Our goal is to plant a seed, watch it grow, and see the recidivism rate decrease.




Our programs include:

Alcoholics Anonymous / Narcotics Anonymous and Al-Anon: Community volunteers facilitate the meetings of these proven 12-step groups. Meetings provide knowledge and peer support to break the destructive cycles of alcohol and drug abuse. Offenders who have participated in these meetings are able to make a smooth transition to meetings in society, improving their chances of success after release.

Chaplain Services: Volunteers from the spiritual community offer counseling and coordinate religious activities. These volunteers are overseen by a staff coordinator who ensures that religious activities and practices are appropriate. Classes such as "Search for Significance," "New Life Behaviors," and "Making Peace With Your Past" are offered under this program.

Child Visitation: Events such as the CDC Fall Festival (pictured to the left) help provide an opportunity for the offender to keep or re-establish the natural parenting role.

 

 



Cosmetology: The Cosmetology School is accredited through the Tennessee Board of Cosmetology. It is a co-educational program that is offered to male and female offenders. The students receive accredited hours that are transferrable to any cosmetology and/or barbering institution in the state of Tennessee.  A cosmetology state license is obtained when a student completes 1500 hours in practice and theory at the Correctional Development Center-Cosmetology School and passes the state board examination.

Educational Programs: A computer-learning center offers qualified offenders the options of Job Skills and English as a Second Language. Offenders may also use the center to prepare for the General Equivalency Diploma ("GED"), including a pre-test to determine their readiness to take the official examination. The program also includes creative writing.

Employment Opportunities:  While at CDC, efforts will be made to obtain gainful employment for the offender prior to being transferred to the Offender Re-entry Center.

Family Matters: The purpose of this program is to give the family members a better understanding of what Treatment is and to let them voice their feelings about their incarcerated loved one.

The HALL-Way to Change program utilizes cooking and the use of "reality babies" to help inmates gain valuable re-entry skills.

HALL-Way to Change:  The HALL-Way to Change program combines two prior programs:

  • Culinary Arts  The N.Y.C. Program is the Culinary Arts Program at the Correctional Development Center (CDC).  It was started in 2003. Inmates do hands-on learning practicums, learning food handling skills. Inmates can obtain a national Servsafe certification.
  • Parenting: Offenders are taught physical, emotional, and social skills intended to improve their interaction with their children. They learn appropriate responses to conflict, ways to show affection, and how to exercise parental authority in a healthy manner, using a "Reality Baby."

Health & Nutrition: Weekly classes give offenders the knowledge to make good decisions about their own health and that of their families.

HEEL In-Cell Dog Program: Offenders will work at Animal Control. Inmates will be selected to participate in the handlers program where dogs not suitable for adoption will work with the handlers for four months in conjunction with Animal Control. The program also includes an educational component for inmates.

 

 

Library: Offenders may obtain books and materials covering a wide range of subjects, from entertainment and leisure reading to religious and non-fiction topics. This resource also provides offenders access to legal information as required by law.

Mentoring with Community Resources: It is our goal for community resources to become mentors for inmates being released. This will be part of our re-entry effort.

New Avenues: The program will be a licensed program affiliated with the New Avenues Treatment Program. It will address the components of recovery treatment from an inmate perspective while also implementing a holistic approach through the use of such formats as the healing arts.

 



Re-Entry Planning: Re-Entry begins the day women come into the correctional facility. This continuum of care plan includes an educational process while incarcerated and referrals to community agencies and transitional housing upon release.

Work Programs: Inmates are given the opportunity to work in laundry, correctional services, and administration in the facility.

Offender Re-Entry Center

 

"The Offender Re-Entry Center serves as the DCSO's focal point for programming.  We are focused on 'arresting the problem' and providing a better opportunity for the offender to become a taxpayer, instead of a tax burden.  Staff at the ORC are providing offender with realistic job and educational opportunities such as food service skills and computer-assisted education.  Our goal is to have each offender housed at the ORC on a work program, therefore, off-setting the costs associated with their incarceration." ~Sheriff Daron Hall
